Abstract The executive authority is responsible for implementing public policy in the state and plays an essential role in planning and implementing public policy in the state. Its role varies according to the system used in countries, as it plays a pivotal role in the parliamentary system. Daily business, as the government transforms from an authority with full powers to a government with limited powers, as in the case of dissolution of parliament or withdrawal of confidence from the government, or in the event of the end of the parliamentary electoral cycle. The constitutions have been keen to organize this type of government in terms of powers and terms of time . The Iraqi constitution of 2005 stipulated how the full-fledged government would be transformed into a caretaker government, as well as the responsibility of this government in the event of exceeding the powers entrusted to it and the point of control over it, as well as the periods under which this government would be a caretaker government. However, problems are raised about this type of government, especially in Iraq. So, we need to study and analyze, and this is what we will show in this study tagged (the legal framework for the limits of the powers of the government to conduct business in Iraq).
